it has never gone before. fox 5 morning news starts right now. >> this is fox 5 morning news. >> there you go, there's a live look at the sky this morning. a prettier picture than it was yesterday. some big changes coming in eth forecast. this is tuesday january 29th. good morning i'm tony perkins. >> and i'm allison seymour. happy you are with us today. what a difference a day does make for sure. gwen is in today. tucker barnes enjoying time off. good morning. good to see you . >> good morning, allison and tony. today is a far cry from where we were yesterday. we were dealing with freezing rain, sleet. as a whole thing. and today things are a little calmer. if you look at our satellite radar, you can see we've got a few little scattered showers moving their way along toward the i 66 corridor. it is scattered in nature. nothing sticking around. if you do feel a sprinkle or too don't be

surprised. but nothing that's going to last. a lot of low clouds, light winds. that h set us up for fog. there's still moisture in the atmosphere. do be careful. your visibility will be impacted. it's reduced in some areas. but it will be out of the way beore too long. we'll see the clouds increasing later on today. in the meantime, we are talking a day where we'll see sunshine. current temperatures 44 degrees at reagan national airport. 37 at manassas. 34 at annapolis. baltimore at 38. 48 at hagerstown. 50 degrees at martinsburg. and 52 at winchester. we're already fairly warm. our highs yesterday only into the 40s. we're pretty much where we were yesterday. so that's a pretty good indication of the warmup that's headed your way. some fog to start. by about idday

expect to be about 48 degrees under partly cloudy skies. the clouds will start to increase later on towards the evening hours. our daytime high today is actually going to be 53 degrees. we're really on a role with a temperature rise. we're talking 50s and tomorrow 60s. but also tomorrow another surprise from mother #2345i tour. a hint of what would happen in the spring. we've also got a cool down to talk about. right now let's check in with julie wright. >> on the roads you are going to find traffic volume increasing and starting to slow. in virginia, northbound route 1, still dealing with water main break. and that's what's tying up the left side of the roadways. 395 coming across the 14th street bridge. the lanes are open. no issues reported. below speed between the beltway and seminary road and the inbound 14th street bridge. the outer loop remains slow from 95

around towards georgia avenue. inbound new york avenue, the stalled car was tying up the right lane. that's a check of your fox 5 on time traffic. >> now to more on the morning's big story. progress on the hill for millions of illegal immigrants. >> one day after a bipartisan deal is reached, president obama is set to layout his plan. what could this mean for immigrants? melanie alnwick is live on capitol hill with a closer look. good morning, melanie. >> reporter: good morning, tony. it sounds good but not a done deal yet. it is a welcome event here on capitol hill when republican hz and democrats get together but there is at least one big difference of opinion that could scuttle the deal. that may become the crux of the debate. should we do more before offering a new pathway to

citizenship? president obama at a big campaign rally in las vegas today may suggest he's already done enough. >> this president has aggressively addressed those challenges and taken steps to create a situation where we have tighter boarder security. >> but that may fly in the efforts whe a bipartisan group of senators una comprehensive approach to immigration reform that would offer a form of amnesty for 11 million illegal immigrants but only if the boarder is better secured. may be the key to selling this to conservatives. >> that trigger is important. that's why we're where we are today. in 1986, they did not do the enforcement and that led to 11 million people will be right back here if we don't do the enforcement part. >> beyond boarder security, the president actually likes much of what seems to be making headway.

he was also propelled into a second term with overwhelming support with hispanic boarders and may press for more. >> reporter: there's a matter of public support. two thirds of supporters support a pathway for citizenship to illegal immigrants. >> thank you very much. in other news, a $50 billion that would provide emergency relief for victims of super storm sandy is on its way to the president's desk. the senate passed monday by a vote of 62-36. two weeks after the house approved it. some law makers objected to the bill concerned it would add billions of dollars to the nation's debt. >> happening today, the full senate will decide senator john kerry's fate. is expected to confirm as the nation's next secretary of state. kerry won't

be sworn in yet. hillary clinton doesn't step down until friday. also today closing arguments get underway. executive john leopold's trial continue. asked the judge to throw out the case saying the allegations against him are too vague and don't constitute crime. prosecutors maintained he used county money for personal benefit. he could spend up to five years in jail if found guilty. jury deliberations resume today in the police officer daniel harmen wright. accused of killing patricia cook last february. he says it was self defense. prosecutors say the shooting was excessive. >> dc continues in good financial shape compared to many states and proof could lie in an announcement later today when is

expected to unveil a more than $400 million budget surplus. the question is what to do with all of that money? some say it should be put into programs to help those in need. widespread poverty continue to prevent problems. or save it and boost the money in the savings account to more than $1 billion. >> it's really important we use some of the additional resources that dc is getting to make some of those investments in programs that will really help everybody succeed. >> what's the magic of 1.6? gives us two months of expenditures and that's what wall street looks at when determining their ratings. >> and one other reason to save the cash, the extra money would come in handy if there were cut backs in government spending. >> overseas now to egypt, the army warns the country could collapse if the political crisis does not stop soon. yesterday

the united states closed the american embassy. and last night protestors defied a curfew. they say he gave new powers to the army to arrest people and calling for more demonstrations today. 56 people have died since last thursday. the white house condemns the violence. and in brazil a peaceful march to demand justice for the victims of the worst night club fire. people in the town of santa maria are also beginning to bury the dead. fire works ignited insulation in the ceiling and police arrested four people. two owners and two band members. investigators say the club was in violation of safety codes. no fire alarm, no sprinklers and no fire escape. and google maps goes where it has never gone before, north korea. for the first time, the

of a scattered shower pushing west to the southeast. if you feel a sprinkle or two, don't be surprised. it's not sticking around for the remainder of the day. just a little pushing its way through. a lot of low level moisture, light winds. we have low clouds as well. fog that's hampering visibility. here's our highs yesterday. and i want to point these out. very close to where we are right now. 44 at national airport. 40 at dulles and 40 at bwi. if you take a look at our current temperatures which is 44 at regan. 43 at dulles. pretty good hint well above that into the course of the day. and we are. mild conditions are going to be moving in across the recently on. a big boost in our temperature today. we are headed to the low to mid 50s. 53 degrees, partly sunny skies. the clouds will increase later

allison segment. in the beltway, the delays forming back 210 headed toward the bridge. this is with all of the lanes open. show you what else we have out here on the roadways. been quite busy. problems now inbound new york avenue. we have the stalled car tying up the right side. delays from 410 out of river dale. route 7 that's tying up the right side of the highway. average speed here coming in bound towards 123 down to 19 miles an hour. northbound on route 1 the water main break at north king's highway, stay to the left. and a quick peak at our cameras. delay in virginia off the northbound 395. traffic is heavy and slow all the way out towards seminary road. that's a check of your fox 5 on time traffic.

we have important news for anyone at risk for or battling early stage breast cancer. a new study shows an lumpectomy is good as a n mas tec tomy. more than 100,000 women spanning the ages of 39 to 80. shows women were more likely to survive than women who had mas tec tomy. 45% had breast removal surgery. no radiation. the death rate from cancer was 13% lower for women. women who benefited most were older than 50 whose cancer was fuelled by estrogen. check with your doctor about that study.

a soldier who received a double arm transplant will give an update later this morning. 26-year-old brendan morocco lost his arms and legs in a roadside bombing in 2009. last month he received the hospital's first double arm transplant and bone marrow from the same deceased owner. on january 18th he tweeted oh, yeah today has been one month since my surgery and my arms already move a little. those are his words. tony, over to you. >> thank you very much. still ahead in our next half hour, the path to citizenship for millions of immigrants. a look at the plan making way to washington as we sit down. saying good-bye to sugar foot. we'll look back at the

many of us grew up with his music. leroy sugar foot bonner has died. led the group to a series of top 40 hits in the 70s including love roller coaster and fire. he passed away over the weekend. we don't know the cause of death. he was 69 years old. >> gone too soon. >> 69. classical bums and song songs. >> the album cover. each album cover had a sexy woman on it. >> you would open it like a whole body of it. >> completely mild by today's standards but then, wow. >> that was before the days before the videos too. >> yeah, pretty much. >> that's right. >> okay. well, things are not quite that hot in the weather

department. a little on the mild side. we don't have any winter weather to talk about for today. yesterday, freezing rain and sleet. slippery roads and ice. today, we have some fog and just a few scattered showers. take a look at our satellite radar. you may feel a sprinkle or two but may be out of the way before too long. the fog is hampering visibility. do be careful as you are headed on the roads and highways. here's a look at our current temperatures. 44 at reagan national. 43 at dulles and 39 at bwi. temperatures actually are going to be rising today. look at the big divide in the country. pretty indicative here of where we have a cold front. it's strong and move its way through to the east. southerly wind flow and that's going to boost our temperatures not only today but well into tomorrow as well before the cold front comes through and gives us a big change in terms of cooler

conditions. milder air will flow in across the region. today, 50s. tomorrow, 60s. i'm calling it mother nature's spring tease. she's serving up spring weather. this is a strong front that's going to push in and by tomorrow night, afternoon evening, pretty strong thunder storms coming through as a result. and some of the storms could be severe. a slight risk for areas to the risk and to the south. we'll keep a close eye on that. today's high 53 degrees. tomorrow warming up to 65. it's going to cool down behind that front as a ridge of high pressure builds in. could see snow showers on thursday night. then we're back to sunshine and back to reality as we hit to the 30s once again. let's check in with julie wright. >> i'm loving the 60s. january-february, 60 degree weather.

reform bill through the senate by the summer. the bill's goals include more guest workers, tighter rules employers and a smoother transition to citizenship for illegal citizens. from the organization united we dream. julieta, thank you for being with us. before we get into this, just your overall feeling now. you have a president who seems to stand in concert with the illegal immigrants in the country as far as pushing through the dream act, as far as paths to citizenship. how is your organization feeling now as we look at this compromise of sort? >> well, first of all, i would really like to challenge not just you and the public to really humanize us. to not call

us illegals. we're undocumented immigrants. the action that was done but wasn't as of people. i think we're very excited it's bipartisan effort that democrats that and republicans are coming forth saying we need to fix this system and this is what we're going to be doing about it. we're a little concerned about the details but thinking about a feasible and fair consideration for all the immigrants in this country. >> are you concerned when it reaches the house, it might have more trouble moving through with the republican controlled house? >> we know it's going to be a tough fight either in senate or the house. we know the house is controlled by republicans and so we know it's going to be a fight. but we feel that they need to step up to the plate. they lost after the election after their self deportation. many of the gop know they lost

the immigrant vote and need to work for a real solution. >> let's go back to the compromise. does it go far enough to ensure the rights of undocumented workers here in the united states? >> i mean, all we know is they are saying they want a pathway to the citizenship. that's what we are hoping and supporting. we don't know what are the details so i don't know yes we fully support this. we don't know exactly what it's going to be like. >> some of the things you are looking at does prohibit benefits and tighter boarder patrols. how problematic are some of the red flags that your organization might see in the compromise? >> i think some of the concerns are how enforcement going to look like. for example, secure commutes g 87 and how they are going to be enforcing who is going to be allowed in and for

example, the police department going to be working with immigration. that's a huge concern for the immigrant families where families who are going through domestic violence are afraid of calling the police because of the fear of getting deported. >> the support of the president or what you perceive as support of the president, how important is that moving forward? >> i think it's essential. of course, we know he promised immigration reform in his first term. and second term, we're excited about a week after his inauguration and pushing the issue. we still believe he needs to work with both sides just as we're going to be doing to make sure this happens. >> at the beginning and thank you for doing that talked about labeling and identity and you are absolutely right. extremely important. so let me ask you, what other myths or untruths are out there you would like to squash now? i think a lot of people would

think undocumented workers they don't play taxes, blah, blah, blah. set the record straight. >> definitely. i came here when i was 12 years old. i'm now 32 years old. and of course i couldn't live under my mom. i decided to start working. i do pay taxes. and many times we don't even see any of the results on that. one of the other issues is that we're not just here to work. we've grown up here many of us believe we are americans. that's what we hope to become. one of the most important parts is to stop seeing our families being separated. it's hard when we hear of a family member or mother who is being deported and the undocumented immigrant says i don't know what i'm about to

all right. it's superbowl week which means the new crop of commercials, some of them are already out. and not everyone likes the sneak peak. apparently it pays off. based on last year's big game. youtube research shows ads that debuted have reached 9 million views. the ones that waited only got about 1.3 million views. that's 600% less than the ones that debuted early. >> 600% you say. >> yeah. i haven't done the math but that's what it says.

and as far as temperatures are concerned, we have changes coming our way. 44 degrees right now. 43 at dulles. and that's the same at bwi. and these temperatures that they are right now are pretty much where we were for our daytime high yesterday. that's a pretty good indication of what's to come. big warmup. we have some fog to start. mild air shuffling in. and we are looking at midday being at 48 degrees. our high today is anticipated to be at 53 degrees. unbelievable. tomorrow however, a change . we have warmer conditions but also a slight risk of seeing severe weather. keeping a close eye on that. what we're getting today and tomorrow is a spring tease. in the 50s today. in the 60s tomorrow. and then we're back to a reality check. you'll see that later in my full 7 day forecast. >> weird. >> yes. crazy weather. >> all right. let's go to

julie and find out what's happening on the roadways. >> on the roads right now busy. got our hands full . for those in charles county, heads up. there is a crash northbound on route 5 between gallant green and brian town road. the northbound lanes remain closed. there are delays on 301 up towards cedar road. headed out towards the capitol beltway. slow moving trip westbound on route 50. accident activity reported here and again, fire rescue units headed in your direction. headed westbound towards the capitol beltway, traffic remains below speed. let's continue with the cameras. show you what's happening out here on the roads. definitely got our hands full with volume increasing out of german town out towards 370. from shady grove road. northbound on 395 delays on the beltway and crossing over the inbound 14th street bridge. don't forget

lanes are open. outer loop of the beltway below speed and now southbound on 270 delays out of german town leaving rockville. that's a check of your fox 5 on time traffic. >> thank you very much. law makers in virginia and in the maryland state legislatures have tried their hands at redrawing voting districts to benefit their respective parties. some citizens may shrug it off but there could be a price to pay if those practices continue unabated. joining us now is robert mccartney. just recently wrote about this issue. good morning. thanks for coming in. let's talk about what's going on in virginia first of all most recently. >> well, there are two things underway in virginia but only one might happen. and that is they want to redesign the districts for the state senate

to benefit the republicans. this is passed by the state senate 20-19. one democrat was away attending the president's inauguration. they were able to get it through. now, it's in the house. it's not clear what's going to happen in the house. but the governor said he didn't like the way they did it. but he has left open the possibility he might sign it. and what's really troubling to me and to people who look at this professionally like academics and good government experts and people like that is that the -- they've been doing this for years. both parties have been doing this for decades. the state constitution makes clear, they only want a major redistricting once every 10 years and happened last year. and the democrats controlled the senate. and so they redrew the lines of the senate districts to favor themselves and the

republicans controlled the house and they did the same in the house. well, now, a year later where the republicans have an edge now, they were able to get an edge, they are trying to undue what happened last time. and what people are saying is if they are allowed to do this every year and not just once every ten years that is pegged to the census, this could become a permanent trait of our political system. you could have constant fights all the time about redistricting. that's the real concern in this case in virginia. the other thing that they were try to go do but looks like that's dead is to change the way that electoral college votes are apportioned. there was a proposal to basically change the way the electoral college votes are divvied up. this is for the presidential election and under the way they were proposing even though obama carried virginia by 150,000 voetz, romney would have

gotten 9 out of 13 of virginia easy electric for 's electoral votes. >> the governor said he would oppose it after two republican senators said they'd oppose it. it clearly was going nowhere. i don't give the governor political credit. >> here's what i want to know. i want to point out the republicans, there is this in this state constitution, you can only do this once every ten years. the republicans are saying we have to pass this time. we're trying to fix things up. >> unfair stuff the democrats did last time. but that's right. that's their argument. i think that's a phone y argument. >> we also saw this recently in maryland. >> blatantly. by the democrats in maryland. >> it's what resulted in rosco

bartlet. >> the democrats controlled maryland. they redrew the u.s. congressional districts prior to last november's election. squeeze out one of the two republican congressman. rosco bartlet. and sure enough they made the district more democrat. the district extends from the western tip of maryland down deep into montgomery county to pick up more democrats and sure enough the democrats picked up that seat. so they did it blatantly themselves. >> are we seeing more of this than we used to see? certainly seems like we're hearing about it more. >> that's a good question. i think both party ies have done it a lot. certainly getting a

lot of attention this year because after the last -- just so happens, after the last census, in the 2010 elections if you remember, that was the big tea party election. there was a big republican backlash against obama who had been elected in 08 the first time. so republicans control a high number of state houses. a disproportionate number of state houses compared to how they do in the presidential race. this came right after the census. they were able to redraw the lines a lot to favor the republicans. and this explains basically why the republicans now control the house of representatives. if you look at all the congressional races last november, democrats won a slight majority of the popular vote in-house races nationwide. but of course, the republicans still

welcome back. taking a look at world news. investigators in brazil say there were no fire alarms, no fire extinguishers, no sprinklers and only one exit inside a night club that caught fire over the weekend. 231 college students were killed. the club's ceiling was covered with insulation made from come bustable material which caught fire. four people, two band members and two club owners have been arrested in connection with the fire. >> a new york mother of two is still missing in turkey and her husband and brother are now there trying to get answers. she was supposed to come home january 21st but never made that flight and no one has heard from her. police say she took a side trip to amsterdam but back in

in temperatures make us all sick? dr. mike joins us now. i'm sorry. i am under the weather myself. i am waiting to hear, does the weather affect our immune system? good morning. >> good morning. and first of all, you may be sick but you look absolutely fantastic. >> oh, dr. mike, stop it. thank you dr. mike . >> all right. so can the weather actually affect and make you sick but there's some truth to that. we've gone from really frigid weather. now we're going to very warm temperature. if you are someone who has a history of lung problems or asthma and i brought with me a couple of lungs here. basically what can happen is it can cause cough and wheezing because there's lots of little nerve endings. and the lungs are

sensitive to changes in temperature. now, can it cause a cold? no. what happens is you have to be exposed to a virus or you have to be exposed to a bacteria to have those conditions. but the weather certainly can have a negative affect on your health. >> so what can we do to stay healthy during the changing weather, dr. mike? >> number one, especially at this time of year when the flu is still around and we're in doors a lot. cause it's going to get cold before it becomes summertime again, what we need to do is make sure you wash your hands. make sure if you are sick, stay home. now, we call it present theism when you are sick and come to work. i'm talking about people who have the flu or the norovirus. stay home if you're sick.

and then finally keep your immune system strong. get plenty of rest, stay hydrated. drink plenty of fluids and eat good food. broccoli, colliflower. they will keep you fit as a fiddle. >> okay. best advice ever. there's also a study out linking aspirin to long-term vision problems. what can you tell us about that? >> this is a study that has gotten a lot of press. and basically, what it found was that people who take aspirin on a regular basis for some reason tend years before the on set of this eye condition known as macular degeneration. what happens is there's an increased risk. before everyone stops taking their aspirin, remember

that cardiovascular disease kills lots and lots of people. far more than is caused by problems with your vision. it's a small increase. problems with this study. check with your doctor but my opinion is if you are on an aspirin and need to be on an aspirin, stay on it. >> no need to switch and look for alternate sort of the same thing aspirin does for our heart. should we switch at all or what's your advice there? >> if you have a strong family history with problems with your eyes and that sort of thing, check with your doctor to make sure that that's not a problem. in my opinion though, the vast majority of people benefit from taking baby aspirin, especially and you have to prevent the risk of having a heart attack. there isn't really anything that's been shown to be as good as

making headlines this morning, virginia law makers are considering a bill to toughen the state's texting while driving laws. the bill would make texting behind the wheel a primary offense and raise the fine from $20 to $250. currently, police officers can only ticket someone for it if they've been stopped for automotiving violation. already a driving offense in dc and maryland. >> dc officials have turned down donald trumps request for a tax break. be required to pay millions for local property taxes to redevelop the post

dollars to find an early detection test. >> that is the thing. are there symptoms? >> there are symptoms. but unfortunately, most women dt know about them. we encourage people to learn. things like bloating, unable to eat. having to go to the restroom frequently. that to continue over ten to 15 days. if you are feeling that, go and see your doctor. if you have ovarian cancer history or breast cancer history, there is a causal relationship. >> the breast cancer has taken off in terms of everybody knows about breast cancer. but everybody maybe doesn't know about ovarian cancer. and because ther as many people diagnosed with it but of the people that are diagnosed it's many time proves to be fatal. >> right. exactly. the numbers are smaller in that sense. there are 22,000 women a year that are diagnosed with it.

unfortunately about 25% of those women die within the first year and because we don't catch it early and don't have an early detection test yet. the key is making sure to listen to your body and get into the doctor and find out if you have any kind of family history. >> do you find events like this make a different? >> they do. we're here talking to you. people are a little more aware of what's going on. >> and hopefully wearing teal today. >> hopefully today and on monday. >> i will forever associate teal with ovarian cancer. and i love the phrase which is fight like a girl. i'm going to come back and ask you questions. so that's pretty good. you whipped it up quickly. >> this is a great recipe. everything at your grocery store. we've got rice noodles. find them in the asian section. good fish sauce is the key. my favorite squid brand
